Track Cargo.lock

Committed rather than ignored: version selection belongs to the
lockfile, and a tracked one is what makes a build reproducible for
anyone who clones this.  It is nearly empty today because the crate has
no dependencies, which is a property worth being able to see change in
a diff.

This is as early as the lockfile can go: the two commits before this one
have no resolvable workspace (the first names a crates.io dependency
that later disappears, and the second lists a member directory that does
not exist yet, which cargo refuses outright).
